Because each episode will allow these characters to interact indifferent locations (along with a revolving door of supporting characters), it has room to amp up the ridiculousness.

There is plenty of sparkle to be had in the core cast bouncing off an ever-changing group of boozed-up clients, but it's when the regular characters spend time with each other... that Party Down really comes into its own.
